Abstract

Baqubah،  the capital of Diyala Governorate،  is one of the most important Iraqi cities that has experienced complex security and political conditions since 2003. This has had a direct impact on the city's infrastructure and urban landscape. The current study investigates the gab between the destruction during war times and the non-accomplished reconstructions of Baqubah city. The study also examines the role of the urban security in the reconstruction of the city as well as highlighting the obstacles that challenge the reconstruction process in the time of unstable circumstances to provide practical solutions that support the reconstruction under security existence. By adopting analytical discretional discourse،  the study uses the historical context to trace the development of the security and urban situations during (2003_2024) with a comparative discourse to compare and contrast between stable and non-stable periods.
